Bill was never released as a single train in Japan making a BNIB Sealed version of him EXTREMELY RARE, HARD TO FIND and VERY sought after not only by Western Collectors, but by Japanese Collectors as well. The Trucks or Bill have never been taken out of the packaging, and bill is still Factory Sealed in his plastic bag.
